MP'S LETTER: MR PUN TING CHAU

1. Sir Anthony Royle MP wrote to Lord Goronwy-Roberts on 13 November forwarding a copy of a letter he had received from Mr Pun Ting Chau. Mr Edward Taylor MP sent a copy of the same letter to the Secretary of State on 18 November.

2. In my submission of 11 November, concerning a further letter, dated 3 November, from Mr Peter Blaker MP, I explained that Mr Pun's petition was still under consideration by the Hong Kong Government. Following the receipt of Mr Royle's letter we sent a telegram to Hong Kong enquiring how the matter stood. Hong Kong telegram no 1191 of 27 November gave the answer but this had an obscure reference which has only recently been clarified (our telegram 934 and Hong Kong telegram 1259).

3. Mr Pun has been unable to produce any evidence to substantiate his allegations that two members of the Hong Kong Full Court, who upheld an appeal from three persons convicted for their part in a swindle, were themselves involved in a conspiracy of corruption. Hong Kong have said Mr Pun feels highly aggrieved over the fact that the three persons have now been set free but since he has been unable to produce any evidence to substantiate his allegations it is clear that he has now left himself open to the possibility of criminal libel charges being brought against him. It seems to me that the Hong Kong Government properly investigated Mr Pun's earlier complaints. Indeed, they led to the initial successful prosecution of the ring leaders of the swindle, a swindle in which Mr Pun himself was originally involved but of which he subsequently found himself to be target.
