You wrote to me on 13 November endosing a letter from Mr Pun Ting Chau of Flat 1022, Bell House, Block A, 525-543 Nathan Road, Kowloon, Hong Kong.

Er Pun has been making representations since 1973 and' you will recall that you forwarded a similar letter from him last year. I wrote on 23 May 1974 saying that the Governor of Hong Kong has asked the Independent Commission Against Corruption (ICAC) to look into this case.

ir Pun's complaints have been fully investigated. lis original complaint was of police involvement in a swindle in which he allegedly lost 279,000. However, he refused to be interviewed by any police officers so the investigation both by the CID and the old Anti-Corruption Office had to be abandoned in December 1973. In May 1974, following representations by Mr Pun to the newly formed (ICAC) - he was interviewed by one of their officers. Subsequently, a joint CID/ICAC investigation was launched which resulted in the arrest and successful prosecution of three out of the five principals in the alleged swindle. Each was sentenced to four years imprisonment and an order was made that each should pay to r Pun HK$76,000 in restitution.
