Dear Mr. Ellis,
An investigation has now been completed into
the allegations of corruption you made in your long written
statement dated 2nd December 1974. As you are aware, photographs
were taken of all such male civilian staff as could be found who
had been employed at Hung Hom Police Station in 1962. These
were sent to you in the hope that you could identify 'Ah Lam'.
They were also shown to Mr. J.G. Hurst, your former room-mate,
who was asked to pick out any man whom he remembered or whose
face was familiar. You picked out one photograph and Mr. Hurst
In addition there was one man with the given name Lam
three.
who, it was thought, might have been involved.
All these men were interviewed and their back-
grounds checked. Only one, who was picked out by Mr. Hurst,
had been at Hunghom in October 1962. He denied that he knew
you or had ever been to your quarters. Those who had been at
Hung Hom in 1962 were asked if they knew the name of the room
boy working in the single inspectors quarters: none could
remember it. Mr. Hurst could not remember the name either.
A report on the case was considered by the
Operations Target Committee of the Independent Commission Against
Corruption on 28th May 1975. This body has been set up by the
