Thank you for your letter dated 4th August 1975. It is unfortunate that the report which was a Confidential document was passed on to Mr. Ellis.
I think it is sufficient for me to comment on two points in Mr. Ellis' letter. The first relates to the identification of the room boy, WONG Kam-ming, whom he claims to have recognised, from a photograph, as the agent who offered him a bribe. WONG Kam-ming's record of service is an authentic document whether Mr. Ellis considers it so or not. It shows that, from 5th May 1962 until 8th July 1963, he was serving at the Police Training School, Aberdeen. It seems very probable that Mr. Ellis does remember his face but this is because he met him at the Training School before he left there in July 1962, not at Hung Hom. I would add that WONG Kam-ming was interviewed and said that he did not remember Mr. Ellis. I think you will agree that these facts and this statement knock the linchpin out of Mr. Ellis' claim that the investigation was not as thorough as circumstances allowed.
The second is Mr. Ellis' objection to the fact that the two issues, his dismissal and his allegations of corruption, were separated. It should be pointed out to him that this Commission, in law, must confine itself to investigating allegations of corruption. Obviously, the circumstances of his dismissal were in the investigating officer's mind and, had any connection been established, the necessary con- sequential action would have been taken. Without it, the matter of his dismissal was outside the terms of reference of the investigator.
