and that the Commissioner made
it clear before the start of the recent
investigation that the Commission could not legally concern itself with any administrative aspects of Mr Ellis's case.
In all the circumstances, I see no cause to question the Commissioner's view that there
his would be no advantage in Mr Ellis going out to Hong Kong or in investigating this matter
further.
