I'm dear Anthony,

I wrote to you on 24 July about the case of your constituent, Mr Alan Ellis, of 20 Bishops Close, Ham Common, Richmond. The Commissioner of the Independent Commission Against Corruption in Hong Kong has now sent me his comments on Mr Ellis's letter of 8 July.

The Commissioner remains satisfied that every reasonable effort was made to investigate Mr Ellis's allegations and that no evidence has been found to support them. There are no official records indicating the precise employment within a station of very junior staff members; others, such as Mr Hurst, have been unable to identify the room-boy; and the service postings record of Wong Kam-iling, whom Mr Ellis identified as the person who offered him a bribe, clearly shows that Wong was serving at the Police Training School, Aberdeen, from 5 May 1962 to 8 July 1963. I would add that when interviewed, Wong said that he did not remember Mr Ellis.) The Commissioner points out that the whole investigation was directed towards establishing who was Mr Ellis's room-boy at the time; but that this has not proved possible.
