1. I enclose a copy of a 'letter of appeal' addressed to the Secretary of State written by Mr Fun Ting Chau of Flat 1022, Bell House, Block A, 525-543 Nathan Road, Kowloon, Hong Kong. We have received other copies of this letter, one of which was addressed to Lord Goronwy-Roberts. Judging by the distribution list at the head of the letter, it would not be surprising if you yourself had received a copy of the letter.
2. Mr Fun Ting Chau has enclosed with his letter a copy of a petition dated 20 September 1975 that he has sent to the Governor. It is highly probable that we will receive further copies of his letter and that we will be asked for comments. It would be most helpful, therefore, if you could let us have a report on this case and a copy of the reply that is eventually sent to Mr Pun in answer to his petition.
