LETTER OF APPEAL FROM MR PUN TING CHAU
1.
You wrote to me on 30 September enclosing a copy of a letter sent to Sir Douglas Allen bv Mr Pun Ting Chau. With his letter Mr Pun enclosed a copy of a petition he had sent to the Governor of Hong Kong about corruption in the Colony.

Several copies of Mr Pun's letter of appeal have already been received in this office. As Mr Pun's petition is currently being considered by the Governor, it would be improper for us to comment. If Mr Pun's petition is dismissed by the Governor he always has the option of petitioning the Secretary of State or other Ministers. I therefore suggest that you should reply to Mr Pun on Sir Douglas Allen's behalf saying that the contents of his letter have been noted.
