MP'S LETTER: MR PETER BLAKER MP

1.

Mr Peter Blaker MP (Conservative, Blackpool South) wrote to Mr Rowlands on 3 November enclosing a copy of a letter he has Teceived from a Mr Pun Ting Chau alleging inter alia corruption by High Court judges in Hong Kong.

2.

Mr Pun has written an "open appeal for justice" to a large number of persons and Hong Kong and Indian Ocean Department have received or have seen several copies of the sort of letter he has sent to Mr Blaker. We sent one to Hong Kong some time ago, seeking their comments and asking if they would let us know the outcome of Mr Pun's petition to the Governor. Hong Kong replied saying that Mr Pun's petition is still under consideration and that, in view of the allegations of corruption made in it, a copy of the appeal has been sent to the Independent Commission Against Corruption. They added that they were awaiting a report from the ICAC before considering further action (which may involve prosecuting Mr Pun for criminal libel). Until we hear further from Hong Kong it would not be proper (or possible) to comment on his letter.

3.

I submit a draft reply to Mr Blaker accordingly.
