The Attorney-General decided that there was insufficient evidence to justify criminal proceedings against them. Mr Chan Sing has been given legal aid to bring a civil action. The Attorney-General is on record publicly as promising to reconsider criminal proceedings should further evidence emerge from the
civil action.
