Further to my letter of 10th February 1975, I attach a copy of the report on the investigation into Mr Ellis' allegations of corruption in Hung Hom Police Station in October 1962.

This report was considered by the Operations Target Committee on 28th May 1975. Members were satisfied that every effort had been made to investigate the allegations but advised that they had not been substantiated. The Committee has, as you probably know, the task of advising the Director of Operations on matters relating to corruption: it is presid- ed over by Mr Jack Cater and its members are prominent local figures and senior Government officials. It has the Governor's authority to act as final arbiter in cases of this sort.

I have no objection to a copy of this report being made available to Sir Anthony Royle for the information of Mr Ellis.
