Mr Ellis may also revert to his complaints about the administrative aspects of his case. However, following the Governor's letter of 11 April 1974, to Mr Stuart, Lord Goronwy- Roberts made it clear to Sir A Royle in his letter of 9 May that ICAC could not concern itself with an administrative matters. Flag E30 Mr Ellis acknowledged this point in paragraph 1(c) of his statement
dated 2 December.

I recommend that Lord Goronwy-Roberts should write
to Sir A Royle on the lines of the attached draft, enclosing a copy of the ICAC's report (which has been retyped on plain paper, with the incorporation of a few editorial amendments).
