The Independent Commission Against Corruption (ICAC)

has completed its investigation into Mr Ellis's allegations of corruption at Hung Hom police station in October 1962; and has

decided that these remain unsubstantiated and that no further action

should be taken. The Commission's Acting Director of Operations has sent me the report on the investigation, adding that he has no objection to a copy being made available to Mr Ellis through his MP, Sir Anthony Royle.

Mr Stuart set out the background to this case in his submissions of 6 May and 16 December 1974. I attach correspondence between Lord Goronwy-Roberts and Sir A Royle on the matter, starting with Lord Goronwy-Roberts's letter of 9 May 1974.

Lord Goronwy-Roberts may recall that in their search

the roomboy whom Mr Ellis alleges attempted to bribe him, ICAC sent photographs of all the male civilian staff employed at Hung Hom police station, half of whom were believed to have been employed there in October 1962. On seeing these photographs, Mr Ellis thought to the best of his recollection and belief that

This inconclusive result bears out Mr Cater's warning, in his letter to Mr Stuart of 6 January 1975, that it would not be easy to investigate Mr Ellis's allegations after such a long lapse of time; and I think we must accept that the Commission, with its heavy responsibility for combatting present day corruption, has now taken all reasonable steps to try to substantiate them. Although Mr Ellis will almost certainly remain dissatisfied and is likely to attempt to obtain further coverage of his case in the press, we should accept the Commission's judgment that no further action should be taken.
