In my letter of 12 March I promised to continue to keep you informed of the progress of the Hong Kong Independent Commission Against Corruption's investigations into the case of your constituent, Mr Alan Ellis, of 29 Bishops Close, Ham Common, Richmond.
A report on these investigations was recently considered by the Commission's Operations Target Commitee. This Committee is under the Chairmanship of the Commissioner and its other members are prominent local figures and senior Government officials. It is charged by the Governor to act as final arbiter on whether or not the Director of Operations should proceed further with any particular enquiry. After considering the report on Mr Ellis's case, the Committee were satisfied that every reasonable effort had been made to investigate Mr Ellis's allegations and that these allegations remain unsubstantiated. They agreed that no further action should be taken.
I enclose a copy of the report. The Commissioner would have no objection to your passing this on to Mr Ellis.
