it was incomplete and not impartial; witnesses necessary to the proving of the allegations were not called to give evidence;

documents offered in evidence were not called for;

after my having been led to believe by the Enquiring Officer that an interview was a preliminary investigat tion, (a) questions were not asked relating to the charges I had made and were therfore not answered and recorded in my statement, and (b) a statement I made was not taken down fully in writing, such that it is a misrepresentation;

other officers questioned at the Enquiry were not questioned in a manner calculated to bring out the truth.

I am charging that there has been a deliberate attempt by the Hongkong Government to suppress the truth and to discredit me for · having attempted to bring the truth to light.. The Hongkong Government having proved itself a liar, I suggest that nomreports from that Government read by yourself have been reliable, and a full enquiry cannot be deemed to have been held until the British Government conducts an impartial enquiry at which those officers who have attempted to suppress the truth can be examined, and to which I can call witnesses to show that an attempt to suppress the truth has been made.

I contend that I have been deprived of my freedom of speech because (a) a full and impartial enquiry into all my allegations and complaints has never been held, and (b) an attempt was made to deprive me of such freedom by terminating my services by means of (i) cutting off my source of livelihood, and (ii) at the same time discrediting me.I must point out that certain elements who have stood to lose by the truth coming to light have, by depriving me of my freedom of speech, .discredited me for life.

It is my belief that the Secretary of State for the Colonies is responsible to our Queen for the good government of our colonies. Therefore, I must ask what action the Secretary of State intends to take to restore to me my freedom of speech?

Further, I must repeat my question of January 24th Are you satisfied that there is no truth whatsoever in my allegations

(now bearing in mind that no full investigation has been held)?
