on this matter in the ICAC report will goad Mr Ellis into a rejoinder, very likely in public. We shall need to consider sending a further letter to Sir A Royle qualifying Mr Scott's comment, or, alternatively, we might with your permission ask Sir A Royle to pass on to Mr Ellis another copy of the report with the final clause of sub- paragraph 5(b) erased. It does not of course affect the conclusion of the report.

5. In any case, we should be very grateful for an urgent reply. It is, of course, regrettable that we did not spot this before, when you first sent us the report. Sir Royle was the only person concerned who had a long enough first- hand experience of Mr Ellis's case to know what we should have been looking for. You will wish to know, incidently, that Sir A Royle himself considers that the Commission have done a very good job in following up Mr Ellis's complaints: he is merely concerned to try to kill the case dead now rather than have a further onslaught from Mr Ellis.
