You have probably already seen copies of Lord Goronwy- Roberts's letter to Sir A Royle of 19 June, with which he enclosed a slightly edited version of the report you sent to Laurence O'Keeffe on 30 May. I enclose further copies for ease of reference.
2. Sir A Royle has not yet forwarded the report to ir Ellis but, instead, has come back to us informally to suggest that sub-paragraph 5(b) of the report is not strictly accurate when it says that no further details were made available until 2 December 1974.
3. It is clear from our own files that, following his letter to Mrs White on 24 January 1965, Mr Ellis did on a number of occasions give further details in respect of the specific allegations of corruption which he recounted (in even greater detail) in his statement of 2 December 1974. I enclose copies of:-

1 December 1965 (see the bottom of page 3), which was forwarded to Mrs White by Mr David Cracknell;
an extract from The Guardian of 28 March 1973;
a record of a meeting between Sir A Royle and Mr Ellis on 5 April 1973 (see para. 3);
a minute by Mr Macoun (FCO Overseas Police Adviser) dated 3 July (see para. 8).
It is not clear from the file whether any or all of these documents have previously been forwarded to Hong Kong. But you will understand why Sir A Royle fears that Mr I C Scott's statement
