It is no surprise that the Commission's report has not
satisfied Mr Ellis but I do not think we should be influenced
by his vague threat to have recourse to his "legal remedy". One can only speculate as to what this implies but as he appears to have no grounds for bringing any action in the courts, it
may prove an empty one, although of course he may once again appeal to the press. In response to any enquiries, we could ask News Department to take the line that the Commission's Operations Target Committee were satisfied that every reasonable effort had been made to investigate Mr Ellis's allegations and that these
remained unsubstantiated.
5. I recommend that Lord Goronwy-Roberts should write to Sir A Royle on the lines of the attached draft; and that I should forward Mr Ellis's comments to the Commission, asking for comments but making it clear that we are not seeking to influence its decision on whether to reopen its enquiry.
