Thank you for your letter of the 30th January, enclosing one from the Rt Hon The Lord Goronwy-Roberts dated 27th ultimo, on the subject of my statement, addressed to the Secretary of State for Foreign and Commonwealth Affairs, which, I note, the Parliamentary Under Secretary has returned to you.
As it was, and is, my desire that my statement should be on the official file, may I please be assured that it will now be sent to the destination to which it is addressed?
I have not seen the text of the comments made by the Independent Commission Against Corruption but I think it opportune to make some observations upon the paraphrased version set out in Lord Goronwy Roberts' letter to you.

The Commission declares that it "intends to try and locate" (sic) the room boy named
but anticipates some difficulty in successfully doing so.
Since a Security Pass enabling him to have free entry to police premises was issued to this individual, reference to the Police archives ought to satisfy the Commission that "Ah Lam" did exist and assist it considerably in ascertaining his present whereabouts, if he is still alive.
Moreover, the Divisional Commander, former Divisional
and the Sub-divisional Commander, Mr W. McMahon, are both still alive, the former I understand a businessman and the latter employed at Hongkong Police Headquarters, in the Colony and within the Commission's reach.
In addition, I am myself ready and willing to go to Hongkong, should the Commission consider that my presence and my sworn oral testimony would be of material use in the investigation the Commission has promised to conduct into my allegations.
