Thank you for your letter of 12 February with which you enclosed a further letter from your constituent, Mr Alan Ellis of 29 Bishops Close, Ham Common, Richmond.
We have forwarded a copy of Mr Ellis's letter to the Independent Commission Against Corruption, asking that it be given careful consideration. To avoid any misunderstanding in Mr Ellis's mind, the same action was taken with his statement enclosed with your letter of 5 December 1974. Returning the statement to you in no sense implied that it was rejected, or that copies were not retained here. They were. It merely, as you will know, complied with normal Parliamentary practice to enable you to write to Mr Ellis.
Our letter to Hong Kong crossed with one from Mr Prendergast, the Director of Operations, asking if Mr Ellis can identify from the photographs supplied. As Mr Prendergast points out,
is a diminutive of a Chinese name, and it is not possible to identify anyone positively from this name alone. However, the Independent Commission have obtained photographs of all the civilians employed at Hung Hom Police Station during the period in question, and are now asking for Mr Ellis's help in identifying the man concerned.
