HONG KONG: UK REACTIONS TO MR GODBER'S CONVICTION

Mr Godber's conviction was widely reported in the British

press. Lord Goronwy-Roberts will wish to know that it was also discussed on 25 February on BBC Radio 4 and notably in two broadcast interviews with Mr James Johnson MP on Independent Television and London Broadcasting. I attach transcripts.

You will recall that Mr Johnson takes a close and critical

interest in Hong Kong affairs. He called on Lord Goronwy-Roberts on 12 February for a personal discussion following the Minister's recent visit to the Colony, and on 19 February Miss Lestor answered Flag E two Parliamentary Questions from Mr Johnson on the Independent

Commission Against Corruption and its relation with the Hong Kong

It is not easy, from the rough verbal transcripts, to follow all Mr Johnson's reasoning. His general line in the London Broadcasting interview seems to have been somewhat less critical than the one he took (an hour earlier) on Independent Television. He is clearly pleased by Godber's sentence, and he appears to concede at the end of his LBC interview that the Independent Commission Against Corruption may now be on the way to further successes. On the other hand, he criticises HMG for not demanding stronger anti-corruption measures at an earlier stage, and it seems he may renew pressure on Ministers for the appointment of a Royal Commission as well as for the co-option of more 'representative' people as members of Hong Kong's Legislative Council.
