I enclose a copy of a telegram (no 221) we have just received from Hong Kong.
2. As you may know, Andrew Stuart has ceased to be Head of this department and is now fully engaged with preparations for the forthcoming Seychelles Constitutional Conference. In any case, the matters raised in the telegram seem to be of an administrative rather than political nature.
