In paragraph 9 of our Telegram No. 227, we
said that we would look at all

statements to see
whether any further action is called for, and that we should
let you know the outcome.
We have now checked the record of Godber's trial, the transcript of
"Midweek" television programme
and the articles in the Daily Express. We conclude that has not made any admissions which of themselves are sufficiently precise to enable criminal charges to be
brought. Nor, in our opinion, has he made any reference to offences in which he might have been involved which is
sufficiently precise to enable the Police to begin an
investigation. Accordingly, I confirm the impression (referred to in paragraph 9 of our telegram) that no further action is warranted.
I enclose a copy of a note prepared for me by
the Assistant to the Law Officers.
