I note that in sub-paragraph 1 of the second paragraph of Osborn's letter of 3rd February 1975, he expresses particular interests in "the law on corruption in Hong Kong, and the extent to which it differs from UK law". I suggest that you might be in a better position to advise the Royal Commission on this aspect. As far as I am aware, the major difference between UK and Hong Kong legislation is contained in sections 10, 14 and 17 of the 1971 Ordinance, as amended by Ordinance 9/74.
I hope that the attached papers will give the Royal Commission a broad insight into the background to and the working of the I.C.A.C. if further information is required, it can be provided quickly.
