I attach two copies of the text of the message from Hong Kong dated 13 January which we discussed this morning over the telephone. should be grateful if you would pass on one copy to Mr French.
We shall be telegraphing to Hong Kong that Mr French can see Mr Sceats at 2.30 p.m. on Friday, 17 January. I should be grateful to hear any other off-the-cuff reactions to the attached (for inclusion in our reply to Hong Kong) by 4.30 p.m. today.
