I submit a draft reply, notes for supplementaries and a confidential background note. The draft reply and supplementary notes have been cleared with the Home Office and with the Governor
of Hong Kong. Lord Goronwy-Roberts is due to be back in the Office on 22 January following his visit to Hong Kong. If time permits, he will wish to comment on the reply before it is given.
