I am writing to thank you for your letter of 14 May which reached me yesterday.

I was very pleased indeed to hear your assessment of the success of the royal visit, which received favourable coverage by the media here. I was indeed sorry not to have been there myself to see it at first hand.

The handling of the Vietnamese refugee problem reflects the greatest credit on you and the Hong Kong government and I appreciate what you say about the efforts to help at the FCO end.

I note what you say about a slight down-turn in crime, and fully agree that the Commission's work is bound to be a slow business. If it is seen to be thorough and impartial the necessary confidence here and in Hong Kong will be maintained.
