The amount of the contribution to be paid annually will be adjusted to allow for changes in costs from the base date according to the following formula.

The cost of the garrison in Annex A has been split into the following components with relevant amounts as shown. The extent to which the expenditure is incurred in sterling or Hong Kong dollars is also shown.
(i)
Pay and allowances (excluding LOA and FSA) or
U. K. -based service and civilian personnel;
(ii)
Pay and allowances (other than LOA) of Gurkha personnel;
(iii)
Pay of locally engaged personnel and civilians;
(iv)
(v)
(vi)
(vii)
Local overseas and foreign service allowances (LOA and FSA) for (i);
Local overseas and foreign service allowances for (ii);
Equipment, stores, supplies, etc., bought from U. K.;
Equipment, stores, supplies, etc., bought else-
where;
(viii)
Capital works and maintenance;
(ix)
Hirings;

Air-Trooping.
The changes in costs of the above com.ponents will be measured in the following ways:-
Movements in the basic rates promulgated for (i) wherever they may be serving;
movements in the basic rates of (ii);
