The programme of Capital Works provided for in paragraph 5
and the annual programme of maintenance and minor works provided
for in paragraph 8 will be agreed and implemented in accordance with
the STATEMENT OF WORKS PROCEDURES to be agreed between
the two Governments.
10.
The Hong Kong Government contribution will be subject to review
at any time if:
a.
b.
the composition or size of the garrison provided for in this
Agreement should alter materially;
the indices in Annex B produce results materially out of
line with the actual movements of costs; or
C.
the economy of Hong Kong suffers such a serious adverse
change that the continued payment of the contribution at
the agreed level can be shown to be an unreasonable bur-
den on Hong Kong's finances.
