(d) The Governor should be advised to argue strongly
that the terms of the Hong Kong Government's draft for the Memorandum of Understanding covering land releases should be included - paragraph 8(c).
(e) The Governor should be advised to attempt to secure an agreement for 10 years but, if he cannot, he should insist on 7 years paragraph 8(d).
(f) The terms of any agreement reached should be
conveyed to Council on 9th December and that thereafter a simultaneous agreed announcement should be made by the two Governments - paragraph 11.
(The Secretary for Security (Mr L. M. DAVIES), the Solicitor General (Mr G. C. THORNTON) and Mr E. B. WIGGHAM will attend before the Council for the discussion of this item).
