1. You may like to know now that the Governor of Hong
wants
Kong would like to talk to you and Haddon-Cave on the telephone from Scotland next Monday, 15 December about the Executive Council's views, now received, on the timing
of an announcement on the Hong Kong Defence Costs Agreement. I have told Kidd, who gave me this message, that, on the basis of what you said before leaving here, it is unlikely
you will surface until late in the afternoon on Monday. We will have the papers ready. Latest development is that
Mr Rodgers has informed Number Ten that in view of the Governor's letter to him of 8 December, he sees "no prospect
of announcing the Agreement until a firm decision is taken
on the question of import controls".
2. I assume you and Larmour will have seen Washington tel no 3996 dealing with the ex-Seychelles BIOT islands.
