DEFENCE COSTS AGREEMENT
On receipt of your copy of the letter which Mr Rodgers is sending to Sir Murray MacLehose at his home address in Scotland, you suggested that we should make certain changes in the final text in order not to misrepresent the views of the Department of Industry over import restrictions on Hong Kong shirts and the Governor's likely reaction to these. I explained that the text of this letter would be transmitted to RAF Prestwick tonight for delivery to Sir Murray MacLehose by hand Saturday morning when he flies in from the United States. We were therefore in a position to make minor amendments to the text and this has been done as follows:-

You said that these changes would meet the objections which you saw to the original text and I would therefore be grateful if you would amend your copy accordingly.
I shall
be copying this letter to officials in both the MOD and FCO.
