TIMETABLE FOR CONSTRUCTION

13. Under normal circumstances, whereby HM Covernment Departments exercise design and cost control of new constructions, which involves stage by stage approval of both requirement and design of any new building, it would re- quire a period of between five and six years to complete a project of the magni- tude of the Victoria/Tamar new design. In order that the project may be completed within the stipulated three year period, it is the opinion of the Committee that quite exceptional efforts will be required of all concerned to enable the programme to be achieved. In particular, HM Government Departments should be asked to grant a large measure of autonomy in these matters to HQ British Forces and FSA Hong Kong, in order that very significant procedural short cuts may be achieved. The timescale for completion is therefore dependent upon:

a. A decision to go ahead with the project being made by 1 January 1976.

b.

Adequate authority being delegated by HM Government Departments to Head- quarters British Forces/PSA Hong Kong to allow the detailed brief for the inter- nal fitting out of the Headquarters building to be completed, approved and in the hands of the Hong Kong Principal Government Architect by 1 September 1975.

PWD Hong Kong being able to construct and fit out the necessary buildings sq that they can be occupied no later than 31 March 1979.

The sub-committee recommends that Hong Kong Government and HQ British Forces, in consultation with PSA, should jointly propose a streamlined procedure for the ap- proval of this project at each stage, for consideration by HM Treasury and Ministry

of Defence.

15. A bar chart diɛgram for the project is at Appendix 4. In order to achieve the entire move by 31 March 1979, the key dates to be met are:

a.

1 Jan 76.

Decision given for the project to proceed.

b.

1 Sep 76. Specifications for the internal fitting of the Headquarters building completed.

C. 1 Jan 77. Start of construction of the superstructure of the Headquarters building.

d. 1 Jan 79. Building ready for occupation.

16. The programme has only a three month margin for slippage due to wet weather and other unforeseen delays; this is barely adequate.

ESTIMATED COSTS

The total estimated cost is HK$120M and details of cost headings are set out in Appendix 5.

CONCLUSIONS

The sub-committee concluded that it would be feasible to relocate the HQ British Forces Hong Kong and essential supporting elements, now in Victoria Barracks, in or close to HMS TAMAR and other elements now in Victoria Barracks elsewhere.
