The Prime Minister has seen your Secretary of State's minute of 25 November, and the related minutes by other Ministerial colleagues, on the Hong Kong Defence Agreement.

Subject to comments by other members of the Defence and Oversea Policy Committee, the Prime Minister is content with Mr. Mason's proposal. He has asked, however, that Mr. Mason should ensure that his colleagues are informed of the outcome of the negotiations with Hong Kong as a whole, and of the terms in which it is proposed the Agreement should be announced.

I am sending copies of this letter to Private Secretaries of other members of OPD and to Chris Brearley (Cabinet Office).
