Eric Varley is proposing that selective and temporary import controls at present under consideration should be extended to Hong Kong woven shirts. Peter Shore is against this. I understand this may come up in Cabinet later this week. This looks trivial, but the Governor of Hong Kong, with whom I had talks yesterday, has told me that action of this type against Hong Kong exports at present might cause Unofficials on the Executive and Legislative Council to reject the agreement on defence costs which he has just negotiated with Bill Rodgers, and which has not yet been signed. The Defence Costs Agreement gives us almost everything which we wanted: it is overridingly important to us that this goes through without any further hitches. I accept the Governor's view that unilateral action against Hong Kong exports could hinder this and I hope very much that you will agree we should resist this strongly.
