Before my Secretary of State set off for The Hague, he received an oral report from the Minister of State for Defence on the background to the negotiations in Hong Kong which led up to the Heads of Agreement reported in his minute to the Prime Minister of 3rd November. Mr Rodgers said that he would be sending him a personal minute on the subject. My Secretary of State thought that the Prime Minister and OPD members would like to see this minute, and I now enclose a copy.
I am sending copies of this letter to the Private Secretaries of OPD members and of Sir John Hunt.
