DEFENCE COSTS AGREEMENT
1. I believe that Laurence O'Keeffe cleared with Robert Andrew on the telephone on Wednesday, 5 November, a note he was doing for Lord Goronwy-Roberts on the proposed release of MOD lands in Hong Kong as part of the pending new defence agreement.
enclose a copy of O'Keeffe's note in its final form.
Lord Goronwy-koberts would be grateful to know whether in fact we hold a lease on the MOD land in Hong Kong or whether it is just de facto occupation. He would also like to know the probable values of the assets which might be given up. I have explained to Lord Goronwy-Roberts's private secretary that the information contained in O'Keeffe's note of 5 November may be all that can be provided at present. Nevertheless, I should be grateful if you would enquire whether it is possible to provide some kind of answer to Lord Goronwy-Roberts's points. Is there not some notional "book value" for the lands in question?
