The debate on the Queen's Speech on the opening of Parliament in the Ilouse of Lords on Wednesday 26 November will be devoted to defence and foreign affairs. It is not yet certain which Ministers will speak for the government but Lord Goronwy-Roberts will certainly speak once. I should be grateful if addressees of this minute could let me have by midday on Thursday 20 November notes in the form of supplementaries on any topics within their areas which are likely to arise. We shall need three separate copies please.
2. I should also be grateful if you would nominate a member of your department to act as a liaison point during the debate, which may go on into the evening. There is no need for someone to stay in the office throughout: it is sufficient to give a home telephone number.
