Reference A called for defensive material in the form of question and answer briefs. Accordingly I enclose material on the Brigade of Gurkhas and Hong Kong. Noting that Lord Winterbottom may not be familiar with the position foll wing Minister of State's negotiations in Hong Kong(which it will be recalled were the subject of a speculative article in The Times by Lord Chalfont) I attach a background note on this subject which could be passed on to him if you feel that desirable. The defensive speaking note on this particular aspect (No. 7) is that cleared hy the Minister of State for use if necessary by FCO Ministers in last week's Foreign Affairs Debate, for which the FCO briefed Lord Goronwy Roberts.
