CONFIDENTIAL covering SEORET
Flag E
I cannot think of any other particular points on Diego Garcia beyond those already covered by Lord Goronwy-Roberts. Rather than raise particular points, however, it is perhaps more likely that Members may revive the assertion that Parliament, unlike Congress, has been kept in the dark about the establishment of the British Indian Ocean Territory and the consequences flowing from it. (Mr Robin Cook MP did this in the House of Commons on 10 November.) I take it that Lord Goronwy-Roberts has retained a copy of the State Department's Report of 10 October for Congressmen.
5.
The MOD concur. They are briefing Lord Winterbottom, who will be winding up the Debate, on the same lines.
6.
I shall be glad to act as liaison point during the Debate. If not in my office I shall be at home (730-9078).
