The Defence Secretary has also advised that members of OPD may have to consider further fall-back positions, known as Options B & C, if Mr Rodgers were to report back next week that an agreement with Hong Kong is not possible on the basis of Option A. Mr Rodgers is already considering the possibility of having to telegraph in this sense next Wednesday 29 October with a view to OPD Ministers considering the matter further before or after Cabinet the following morning. Options B & C would represent further concessions to Hong Kong but my feeling is that, subject to what Mr Rodgers reports, they would not be too high a price to pay for an agreed settlement.
