I gather that the comparatively small difference in the amount of Hong Kong dollars represented by the jump from £39-40 m. to £43.5 m. is due to changes in exchange rates to the disadvantage of sterling. Finally, Mr Andrew said that it could be assumed that the Commander of the British Forces and his staff would have kept the Governor au fait with the changing figures. For these reasons, therefore, I do not think that we should press the MOD to telegraph the new figure of £43.5 m. te Hong Kong in advance of Mr Rodgers's visit.
