7.
All capital works undertaken under this Agreement will revert to the
Hong Kong Government if no longer required for the purposes of the garrison.
8.
The United Kingdom and Hong Kong Government will agree an annual programme of maintenance and minor works before the beginning of each financial
year. The Hong Kong Government will undertake the annual programme to normal United Kingdom standards and scales and, in the first instance, will meet the expenditure on such programme. The Hong Kong Government contribution will
be

be set off against the quarterly payments provided for in paragraph 3.

The Hong Kong Government contribution will be subject to review at
any time if:

a.
b.
the composition or size of the garrison provided
for in this agreement should alter materially; the indices in Annex B produce results materially
out of line with the actual movements of cost; or
the economy of Hong Kong suffers such a serious
adverse change that the continued payment of the
contribution at the agreed level can be shown to be an
unreasonable burden on Hong Kong's finances.
The Hong Kong Government or the United Kingdom Government may at any
time request information or a review with respect to any element of the cost of the garrison for which this agreement provides and such a request shall not be unreasonably refused. Savings resulting from such a review shall accrue to the Governments in the proportions underlying their contributions under this Agreement to the cost of the garrison.
