3. On timing, I believe we must work on the assumption that the Minister will require his briefs a week before his departure (say, to be in his office by 29 September) and that the briefs once finally put together will require a degree of coordination - i.e. AUS(GS) may want to discuss them with those principally concerned before they are submitted to the Minister. This means that all briefs, cleared as necessary, should be completed and forwarded to DS6. by close of play Friday 19 September. I should be grateful if those concerned would now put action in hand accordingly. For my part I will be circulating drafts of Briefs A and B early next week, through the Steering Brief (B) will naturally be subject to final adjustment in the light of other briefs, further reactions from the Governor and any further Whitehall consideration of financial points.
