In the light of replies to Reference B I have prepared the attached draft of
a reply to the Governor's telegram at Reference A.
2. For the most part the draft draws heavily on agreed inputs from branches concerned which should not now require comment. I have however found it necessary to redraft the answer on reinforcement with the aim of reflecting more clearly the Chiefs of Staff decision while having regard to presentational considerations affecting the UK position on withdrawal from Brunei.

I believe that we must aim for the despatch of this telegram in the course of Tuesday 30 Spier and any comments must therefore be received by close of play 29 Septer either in writing (since I shall be out of the office that day) or by telephone to Major Johnson on extension 6012.
