You will by now have seen Percy Cradock's suggestions for improving that portion of the report of the Working Party dealing with the threat to Hong Kong. All of these suggestions seem to me to be well-considered and I hope that the necessary amendments could be made to the Working Party's report before it is presented to the Chiefs of Staff. It is some relief to me that the Assessments Staff agree that a new JIC assessment is not
necessary.

Meanwhile you should know that my Secretary of State took a robust line when discussing the question of defence costs with the Governor of Hong Kong. I attach a copy of the relevant part of the record.
