I enclose a copy of a telegram to Sir Duncan Watson from the Governor of Hong Kong enquiring when he might expect the draft agreement he was promised when he was in London in April.

I understand that the Ministry of Defence have drawn up a draft and in view of the Governor's comments might I suggest that there is an inter-departmental meeting shortly, under your Chairmanship, to consider it?
