1. My office has already contacted you to arrange a meeting to be held by AUS (GS) on Thursday 26th June at 1645 hours in his office.
2. The main purpose of this meeting will be to hear the comments of FCO and Treasury - who have separately been invited - on DS6's draft OPD paper which has now been cleared at branch level within the MOD. The hope is that after the meeting, which for convenience is being kept to minimum MOD attendance, we can be in a position to arrange for speedy clearance of the paper at 2-star level. Apart from any FCO and Treasury comment, we have also to take account of the Defence Secretary's comment in the Private Office's minute of 11th June to PSO/CDS that the submission should seek OPD endorsement both of the plan to reduce the Garrison and of the negotiating tactics. DS6 has redrafted the concluding passage of the paper to reflect these points more specifically and this redraft is incorporated in the enclosed copy of the paper which also now embodies comments made within MOD.
3. In addition, it will be useful to consider at the meeting such points of general policy as arise from the latest Hong Kong signals on the MOU, though without geting into the detail of the Governor's views, which can but be considered separately by those most closely concerned. At first glance the policy points appear to be restricted to the Governor's continuing comments about a 50/50 split and his desire to include a provision for review of the Hong Kong contribution should the Hong Kong economy get into serious difficulty.
