HONG KONG: DEFENCE COSTS
1. We spoke briefly this afternoon about the enclosed exchange of telegrams which Laurence O'Keeffe has had with the Governor since our meeting on 1 July. Laurence would like to send a further telegram to the Governor at the beginning of next week and I attach a draft.
2. I am copying this letter with its enclosures to Barry Johnson in DS 6 and to Geoffrey Fitchew in the Treasury, and I should be very grateful if you and the other recipients would let me have any comments as soon as possible.
