Lord Goronwy-Roberts has seen Mr O'Keeffe's minute of 15 July on Defence Review: Hong Kong and has made the following comment:

"I agree with the draft. We cannot allow any going back on the results of the Working Party. £33.5 m.,is by all acounts, the minimum in terms of effective presence. But there should be maximum flexibility on percentages

and time-scale. It is the next two years that are important to Hong Kong and UK."
